            The Committee on the Judiciary moves to amend the bill on page one, section seven, line seven, after the word “basis” by changing the period to a colon and inserting the following proviso: “Provided, That if no interested counsel are available, the court shall appoint any competent counsel it deems proper.”

            And,

            On page one, section seven, line six, by striking out the words “and qualified”.
